Telstra being uncompetitve

At my telephone exchange Telstra refuse to create more ports to enable people to have ADSL. They have however upgraded the exchange to accommodate the backlog of Telstra customers. The ACCC and the Telecommunications Ombudsman are not interested in this issue. The government tell me they cannot interfere with a private company, however I stood there while the Communications Minister rang 'his man in Telstra' to handle some issues people around me were having with Telstra.

Should the government have the ability to force Telstra to be competitive, considering the ACCC and the Telecommunications Ombudsman say they can't?

I think the TIO is more towards billing & service problems, rather than infrastructure ones. Providing more ports involves putting more switches in the exchange, which may not physically fit.
