Does anyone else have this problem,my dog looks out the window and whinges when she sees things out the window...she drives me crazy,she goes for two walks a day ,gets well fed.It would be good if she just barked but she whinges and eats dry food.

A dog likes to connect with people and other animals even if it doesn't go up to them. When I take my dog for a walk, he does a little whinge when he sees a cat.
Your dog might be lonely. Is there anyone else in the house he can socialize with? They like to be with people ; you don't say if you go out a lot. Do you take him in the car. Many dogs love to go for a ride in the car.

Maybe she wants to go out side and have a look around. Dogs like something to do. There animals.

You don't say how old she is, if still young she is probably seeing people or other dogs out there & wants to play with them. Whining is just 1 method of how dogs vent their frustration & it can be hard to stop but it sounds like she is just bored. Distraction, exercise & play time with a small amount of discipline should help, I say the word "BAH" in a growly voice to let my dog I don't like what he is doing. If done right the word BAH will get the dog's attention & send the message to stop that behaviour. Once she stops the behaviour without going back to it straight away then reward her with a pat or just "good girl" in a normal voice.
Make sure she gets plenty of exercise which will help reduce her urge to be outside where all the action is, some toys to keep her interested especially the ones that you hide a treat in will keep most dogs busy for quite some time.
